Canada just entered a technical recession — and simultaneously restructured its entire immigration pipeline. GDP contracted in Q4 2025 and Q1 2026 on an annualised basis, slammed by U.S. tariffs and trade uncertainty. At the same time, the government under Prime Minister Mark Carney scrapped the open-throttle immigration targets of the Trudeau era and reoriented Express Entry toward six priority sectors, minimum one year of Canadian work experience, and a hard tilt toward francophone candidates. For most expats, the math still works out: the OECD projects GDP growth to reach 1.2% by year-end 2026 and 1.7% in 2027, rents in Toronto and Vancouver have fallen for 16 consecutive months, and the federal government is under consultation to replace three Express Entry programs with a single simplified pathway.[1][2][3][4][5]

What doesn't change: Canada remains one of the most genuinely immigrant-built nations in the world. The healthcare system is universal from day one for permanent residents. Dual citizenship is fully permitted. And a Canadian passport — visa-free access to approximately 185 countries — remains the end goal for most expats who stay the full three years to qualify.


The Economy: Tariff Shock, Cautious Recovery

Canada's economy contracted by 0.1% in Q1 2026 on an annualised basis, following a 1% annualised decline in Q4 2025 — meeting the technical definition of a recession. The cause is overwhelmingly external: U.S. tariffs imposed by President Trump disrupted Canada's export base, which is highly concentrated in trade with the U.S. (accounting for roughly 75% of Canadian exports).[2][6]

The recovery is consumption-led: lower interest rates (the Bank of Canada cut to 2.75% in 2025 and is holding), wage growth of approximately 3.5% year-on-year, and government spending on defence, infrastructure, and housing. Canada's net debt-to-GDP ratio of 8.5% remains by far the lowest in the G7 — the fiscal headroom exists to support the recovery without crisis. The OECD projects Canada as the second-fastest growing G7 economy in 2026–2027 after the United States.[7][8][9]

Key sectors for expat professionals in 2026:

  • Technology: Toronto (MaRS Discovery District, Waterloo tech corridor), Vancouver (Amazon, Hootsuite, Electronic Arts), and Montreal (AI research — Mila Institute, Element AI alumni) are the major clusters. Cloud, AI/ML, cybersecurity, and fintech are perennial hiring categories.
  • Healthcare: Physician, nursing, and allied health shortages are structural across every province. Category-based Express Entry draws now specifically target healthcare professionals. Non-Canadian credentials require provincial regulatory body approval before you can practise.
  • Engineering and construction: Canada's housing supply crisis — requiring hundreds of thousands of new units annually — sustains chronic demand for civil engineers, quantity surveyors, project managers, and skilled trades.
  • Finance: Toronto is North America's third-largest financial centre. The Big Five banks (RBC, TD, BNS, BMO, CIBC), insurance conglomerates (Manulife, Sun Life), and a growing fintech layer hire continuously.
  • Resources and energy: Alberta's oil sands, British Columbia's LNG and mining sectors, and a rapidly expanding clean energy sector across multiple provinces create sustained demand for geologists, engineers, and environmental specialists.
  • Defence: Following NATO commitments and Carney's explicit strategy to reduce defence reliance on the U.S., the Canadian Armed Forces, defence contractors, and adjacent cybersecurity employers are hiring at scale in 2026.[4]

Average weekly earnings (Statistics Canada, March 2026): CAD $1,333/week — up 3.5% year-on-year. Annual equivalent: approximately CAD $69,316/year. Median full-time annual earnings: approximately CAD $68,000–70,000/year based on recent Statistics Canada data.[10][9][11]


Visas and Pathways to Permanent Residence

Canada does not operate a conventional work visa system for skilled workers. The standard route is a two-step process: obtain a temporary work permit first, then pursue permanent residence through Express Entry or a Provincial Nominee Program (PNP).

Step 1: Temporary Work Permit

The most common work permit for skilled expats entering Canada is the employer-specific open work permit or LMIA-exempt work permit obtained through IRCC (Immigration, Refugees and Citizenship Canada).

LMIA-based permits (Labour Market Impact Assessment):

  • The employer must obtain a positive LMIA from Employment and Social Development Canada (ESDC) proving no qualified Canadian was available for the role
  • Processing: 2–5 months for the LMIA, then weeks for the permit
  • Typically used for roles outside international trade agreements or intra-company transfers

LMIA-exempt permits (most common for skilled workers):

  • Intra-Company Transfer (ICT): Managers, executives, or specialized knowledge workers transferred within a multinational company; no LMIA required; generally easier to obtain
  • International agreements (CUSMA/USMCA): For citizens of the U.S. and Mexico in listed professional occupations; immediate entry at the border or port of entry for U.S. citizens
  • International Mobility Program (IMP): Broad category covering significant social, cultural, or economic benefit roles; post-graduate work permits; spousal/common-law partner permits
  • Post-Graduation Work Permit (PGWP): For graduates of eligible Canadian institutions; permits up to 3 years; one of the most efficient feeders into the Express Entry pool

Work permits are typically tied to a specific employer (employer-specific) unless otherwise designated. Open work permits — allowing work for any employer — are available for specific categories including spouses of skilled workers, international graduates (PGWP), and some IMP categories.

Applying through IRCC's online portal: ircc.canada.ca. Application fee: CAD $155 for a work permit (CAD $100 in some streams). Biometrics: CAD $85 per person. Processing times: 4–16 weeks depending on stream and country of origin.

The 2026 Express Entry System: What Has Changed

Express Entry is Canada's points-based system for managing applications for permanent residence from skilled workers. It is not a work permit — it leads directly to PR.[3][1]

How it works:

  1. Create an Express Entry profile with IRCC at ircc.canada.ca
  2. Receive a Comprehensive Ranking System (CRS) score based on age, education, language, work experience, Canadian experience, and other factors
  3. IRCC holds invitation rounds ("draws") — the highest-scoring candidates receive an Invitation to Apply (ITA)
  4. Receive an ITA → submit a complete PR application within 60 days
  5. Application processing: approximately 6 months for Express Entry streams

The three federal programs (currently in effect, under reform consultation):[12][1]

  • Canadian Experience Class (CEC): For candidates with at least 1 year of skilled Canadian work experience in the past 3 years; most active draw type in 2026
  • Federal Skilled Worker Program (FSW): For candidates with 1 year of skilled foreign work experience who meet minimum language and education requirements
  • Federal Skilled Trades Program (FSTP): For candidates with 2 years of experience in skilled trades; job offer or Certificate of Qualification required

The dominant pattern of 2026: IRCC is overwhelmingly running CEC draws (targeting candidates already in Canada) and French-language draws. General draws covering all programs have been absent in 2026 to date. If you are already working in Canada on a work permit, your path to PR through CEC is significantly shorter and clearer than it is from abroad. Without Canadian work experience, the francophone draw (CRS as low as 393) is the most accessible pathway unless you have an exceptional CRS score.[14][13]

2026 Priority Categories — announced February 18, 2026:[15][3]

  1. Physicians with Canadian work experience
  2. Researchers and senior managers with Canadian work experience
  3. Transport-sector professionals (pilots, aircraft mechanics, inspectors)
  4. STEM specialists
  5. Trades workers
  6. Francophone candidates (all categories)

These categories allow IRCC to invite candidates below the general CRS threshold if they fall into a priority group — which is why the physicians draw ran at a CRS of just 169.[13]

The 2026 reform consultation: IRCC is under active consultation (closed May 24, 2026) to replace all three federal programs with a single unified high-skilled class with simplified eligibility: equivalent of a high school diploma, CLB 6 language ability, and 1 year of skilled (TEER 0–3) work experience anywhere in the world in the past 3 years. Job offer points (removed in March 2025) would be reintroduced for high-wage occupations only. New regulatory changes will be published in the Canada Gazette before taking effect.[1][12]

Provincial Nominee Program (PNP)

The PNP lets individual provinces and territories nominate candidates for PR based on local labour market needs. A successful provincial nomination adds 600 CRS points — effectively guaranteeing an ITA at the next Express Entry draw.[16]

2026 PNP targets: 91,500 admissions — increased by approximately 50% from prior years. This makes PNP one of the most scalable current PR pathways.[16]

Key points:

  • Every province except Quebec and Nunavut has a PNP[17]
  • Many PNPs require a job offer, work experience in the province, or a connection to the province
  • Quebec operates its own separate immigration system — the Programme de l'expérience québécoise (PEQ) and the Programme régulier des travailleurs qualifiés (PRTQ) — entirely outside Express Entry; French language is central to all Quebec pathways
  • Processing: Express Entry–linked PNP streams take approximately 6 months post-ITA; non-Express Entry PNPs take approximately 13 months[18]
  • PNP application fees vary by province; BC PNP updated its fee to CAD $1,750 from January 22, 2026[19]

Most competitive PNPs for skilled expats in 2026:

  • Ontario Immigrant Nominee Program (OINP): Technology, HR, and finance draws run periodically; Employer Job Offer streams require a job offer and LMIA
  • BC Provincial Nominee Program (BC PNP): Restructured in April 2026 to focus on healthcare, trades, and innovation sectors (tech occupation priority draws ended December 2024)[19]
  • Alberta Advantage Immigration Program (AAIP): Draws in tourism/hospitality, opportunity, and rural streams
  • Nova Scotia Nominee Program: International Graduate Entrepreneur stream; Labour Market Priorities stream

Quebec

Quebec selects its own immigrants. For skilled workers, the primary pathway is the Certificat de sélection du Québec (CSQ) issued by the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI). French language proficiency is essentially mandatory. Once you have a CSQ, you then apply to IRCC for PR. Quebec targets approximately 55,000 immigrants per year across all categories.


Permanent Residence to Citizenship: The Straightforward Timeline

Permanent Residence (PR)

Permanent residence is what you get at the end of Express Entry or PNP processes — before citizenship. A PR card confirms your status. PR holders:

  • Can live, work, and study anywhere in Canada
  • Have access to provincial health insurance from day one
  • Must not spend more than 1,095 days outside Canada in any 5-year period (or risk losing PR status)

Maintaining PR: If you spend extended time outside Canada — for work, family, or other reasons — you must be employed by a Canadian employer abroad, accompanying a Canadian citizen spouse, or employed with the Canadian government to count that time toward your residency obligation. This catches many expats off guard during international assignments.

Canadian Citizenship

Once you have PR, citizenship requires:[20][21]

  • Physical presence: 1,095 days in Canada within the 5-year period immediately before applying (3 out of 5 years)
  • Days before you became a PR (as a temporary resident) count at half value — maximum 365 days credit
  • Income tax compliance: Must have filed taxes for at least 3 of the 5 years in the eligibility window
  • Language proficiency: Adequate knowledge of English or French — typically demonstrated by CLB 4 in speaking and listening; tested through an interview or an approved language test
  • Knowledge of Canada: Pass the citizenship test — a 20-question multiple choice test on Canadian history, geography, government, rights and responsibilities, and symbols; passing score: 15/20; study guide: Discover Canada (freely available at canada.ca)
  • Clean record: No criminal convictions during the eligibility period; no charges pending; not under removal order

Dual citizenship: Fully permitted. Canada does not require renunciation of your original nationality. A Canadian passport provides visa-free or visa-on-arrival access to approximately 185 countries.[20]

Application fee: CAD $630 per adult, CAD $100 per minor.

Processing times: Currently 12–24 months from submission. IRCC publishes updated processing times weekly at ircc.canada.ca.


Cost of Living: Rents Are Falling, But Toronto and Vancouver Remain Expensive

Canada's rental market is in its best position for tenants in over two years. Average asking rents dropped to a 31-month low of CAD $2,057 nationally in January 2026, declining for the 16th consecutive month, down 6.3% over two years. Supply is outpacing demand as immigration levels are reined in. This is the moment to negotiate aggressively on rent.[5]

  • Calgary: approximately CAD $1,600–1,700
  • Edmonton: approximately CAD $1,400

Montreal is the outlier. Two-bedroom rents of CAD $1,950–2,100 are roughly CAD $750–800/month cheaper than Toronto or Vancouver. Over a year, that is CAD $9,000–9,600 in savings on rent alone. For anyone with French language skills or willing to develop them, Montreal offers the most compelling affordability profile of any major Canadian city.[24]

At a gross salary of CAD $80,000/year (~CAD $5,300/month net in Ontario), Toronto is tight. At CAD $110,000+ (~CAD $6,700/month net), workable. Calgary and Edmonton are materially more affordable at equivalent salary levels.

Taxes: Federal-Plus-Provincial, Lower Than Europe

Canada's tax system combines federal income tax (set by the federal government, uniform across Canada) with provincial/territorial income tax (set separately by each province). You pay both; the province where you live on December 31 determines your provincial rate for the year.

Alberta is the lowest-tax province — no provincial sales tax (PST/HST) and the lowest marginal income tax rates. Calgary and Edmonton's lower cost of living plus Alberta's lower taxes make the net-of-tax take-home picture meaningfully better than Ontario or BC for most income levels.[28]

Key Deductions and Contributions

Canada Pension Plan (CPP):[26]

  • Employee rate: 5.95% of earnings up to CAD $74,600 (primary earnings ceiling 2026)
  • Maximum employee contribution: approximately CAD $4,230
  • CPP2 (enhancement): additional 4% on earnings from CAD $74,600 to CAD $85,000
  • Self-employed: 11.9% of earnings (both employee and employer shares)

Employment Insurance (EI):

  • Employee premium: 1.64% of insurable earnings up to a ceiling (approximately CAD $1,049 maximum annual premium in 2026)
  • EI entitles workers to income replacement if they lose their job (55% of insurable earnings for up to 45 weeks, depending on regional unemployment rate and work history)

TFSA and RRSP (tax-sheltered savings vehicles):[26]

  • TFSA (Tax-Free Savings Account): Contribute up to CAD $7,000/year in 2026; investment growth and withdrawals tax-free; accumulates from age 18 (if resident in Canada)
  • RRSP (Registered Retirement Savings Plan): Contribute up to CAD $33,810 in 2026 or 18% of prior year's earned income (whichever is less); contributions reduce taxable income in the year of contribution; tax deferred until withdrawal

No wealth tax, no inheritance tax, no gift tax in Canada. Capital gains are included in taxable income at 50% inclusion rate (50% of the gain is taxable at your marginal rate), not a flat capital gains tax.

GST/HST (Goods and Services / Harmonised Sales Tax)

Federal GST: 5%. Provinces that have harmonized their sales tax with GST charge HST instead:

  • Ontario: 13% HST
  • BC: 5% GST + 7% PST (not harmonized — you pay both)
  • Alberta: 5% GST only — no provincial sales tax; this is a meaningful daily cost advantage
  • Quebec: 5% GST + 9.975% QST (Quebec Sales Tax — similar to HST at ~15%)
  • Manitoba, Saskatchewan: 5% GST + provincial PST

Unlike Europe, prices in Canada are not displayed tax-inclusive — what you see on the shelf is before tax. The final till price is higher. This catches nearly every new expat off guard.


Healthcare: Universal from Day One of PR, Three-Month Wait in Some Provinces

Canada's healthcare system — Medicare — is publicly funded, universally available to citizens and permanent residents, and free at the point of use for medically necessary physician and hospital services. The system is administered by each of the 13 provinces and territories, which means quality, coverage details, and wait times vary.[30][31]

Access for Expats

Permanent residents are eligible for provincial healthcare from day one of landing — in most provinces. The key nuance: some provinces impose a 3-month waiting period before provincial health insurance kicks in.[32][33]

The recommendation for Ontario, BC, and Quebec arrivals: buy private international health insurance for the first 3 months. A gap in coverage during this period means full out-of-pocket costs for any medical care.

Work permit holders: Are eligible for provincial health insurance in most provinces while employed on a valid work permit of 6 months or more. Rules vary by province. Ontario OHIP: work permit of 6+ months and residing in Ontario qualifies; the 3-month waiting period still applies.

What Medicare Covers and What It Doesn't

Covered (free at point of use):

  • GP and family doctor visits
  • Specialist referrals
  • Hospital inpatient and outpatient care
  • Diagnostic testing (X-ray, MRI, blood work) when medically required
  • Emergency care

Not covered (you pay out of pocket or through private insurance):

  • Prescription drugs (except in hospital — provincial drug plans cover some groups)
  • Dental care
  • Vision care
  • Ambulance fees (varies by province; typically CAD $45–240)
  • Semi-private or private hospital room upgrades
  • Physiotherapy, chiropractic, psychology (limited public coverage)

Approximately two-thirds of Canadians carry supplemental private insurance — typically through an employer benefits package — to cover dental, prescriptions, and vision. For most expats employed full-time, your employer's group benefits plan is the first place to look. Without employer benefits, a private plan costs approximately CAD $80–200/month for a single adult depending on coverage.[34][30]

The GP shortage: Finding a family doctor in urban Canada — particularly in Toronto, Vancouver, and the Greater Toronto Area — is a genuine challenge. Approximately 22% of Canadians don't have a regular family doctor, and the shortage is worst in Ontario and Quebec. Walk-in clinics and virtual care platforms (Maple, Telus Health, Cleveland Clinic Canada) fill the gap for most expats in the short term.

Emergency: 911. Non-emergency health information: 811 (Telehealth Ontario) or provincial equivalents — phone triage staffed by registered nurses.


Safety: Ottawa and Quebec City Lead, Surrey and Winnipeg Are the Outliers

Canada's national Crime Index (Numbeo 2026): 45.6 — Moderate. The range across cities is wide.[35]

Quebec City is one of the safest cities in the entire Western Hemisphere at a Crime Index of 22.5. Ottawa ranks among Canada's safest major cities. Guelph (34.3) and Oakville (26.1) in Ontario's western suburbs are also notably safe for families.[37]

The Surrey / Winnipeg picture: Surrey is Metro Vancouver's largest municipality by area and has a Crime Index of 64.4 — significantly worse than Vancouver proper. Winnipeg has consistent gang-related violence in specific inner-city areas. Neither figure means these cities are unliveable for professionals in suburban areas — context within the city matters as much as the aggregate number.[37]

What crime looks like for most expats: Property crime (car break-ins, bicycle theft, porch piracy) is the most common daily concern. Violent crime against strangers in professional residential neighbourhoods is low. Drug-related visible disorder — particularly in Vancouver's Downtown Eastside and parts of Toronto — is a reality in some areas but geographically concentrated.


Which City?

Toronto

Canada's commercial capital. Metropolitan area of 6.2 million people — by far the largest city, housing approximately 15% of the entire country's population. Headquarters of the Big Five banks, global accounting firms, tech companies, media, and professional services. The most cosmopolitan city in the world by birthplace diversity — approximately 52% of residents were born outside Canada.

Toronto's transit system (TTC) is reasonably comprehensive for North America — subway (4 lines), streetcar, and bus — with a monthly Presto card at CAD $156. But Toronto is also heavily car-dependent in the suburbs and surrounding GTA municipalities (Mississauga, Brampton, Markham). Downtown commuting by public transport is efficient; suburban commuting is not.[25]

Best Toronto neighbourhoods for expats:

  • Downtown Core / King West / Liberty Village — young professionals, tech, finance; premium rents; best walkability
  • Leslieville / Riverside — east-end; lower rents than downtown; growing food and creative scene; excellent transit to core
  • North York (Yonge corridor) — subway-accessible; more affordable than downtown; large international community
  • Mississauga / Oakville / Burlington — western suburbs; families; better schools; access to Hamilton and Niagara; requires a car but significantly lower rents

Vancouver

Canada's gateway to Asia and the Pacific. Metropolitan area of 2.9 million. Canada's most temperate climate (mild, rainy winters; warm, dry summers); outdoor lifestyle (skiing at Whistler 1.5 hours away, hiking, cycling, kayaking in the city). Canada's most expensive rental and property market; among the most expensive anywhere in the world relative to incomes.[5]

Vancouver's tech sector is dense — Amazon, Microsoft, Apple, Hootsuite, Slack (acquired), and hundreds of scale-ups in the False Creek, Mount Pleasant, and Gastown corridors. The SkyTrain transit system is efficient and covers much of Metro Vancouver, though the network has gaps in some suburbs.

Best Vancouver neighbourhoods for expats:

  • Kitsilano / West End / Main Street — professional, walkable, beach access, established expat community
  • East Van (Commercial Drive, Mount Pleasant) — diverse, affordable by Vancouver standards, creative industries
  • North Vancouver — quieter, lower rents, mountain access, SeaBus to downtown; families with children
  • Burnaby (Metrotown / Brentwood) — midpoint between Downtown and SFU; excellent SkyTrain access; 15% cheaper than downtown Vancouver

Montreal

For career purposes: Montreal hosts Ubisoft's largest studio globally, Bombardier, CAE (flight simulation), Air Canada's maintenance hubs, Couche-Tard, and a rapidly growing AI and biotech cluster. The Mila Institute (Yoshua Bengio's AI research organisation) makes Montreal one of the world's leading AI research hubs.

Language reality: Quebec is officially French-speaking. In central Montreal, English is widely spoken in professional environments. Outside the core, French is dominant. Getting to B1-B2 French significantly improves daily life quality and is required for Quebec's provincial immigration programs. Calgary

Alberta's commercial engine. Metropolitan area of 1.6 million. The most fiscally competitive city for professionals in Canada: Alberta has no provincial sales tax, the lowest marginal income tax rates in the country, and housing costs substantially below Toronto or Vancouver. The Calgary economy runs on energy (oil and gas headoffices — Enbridge, TC Energy, Canadian Natural Resources), agriculture, and an expanding tech sector.[28]

Calgary's CTrain light rail is free in the downtown zone and reasonably functional for getting to major employment hubs. Car ownership is standard for suburban residents.

The Chinook: Calgary is famous for its winter Chinook winds — warm fronts that can push temperatures from −20°C to +15°C overnight. The city also averages more sunny days per year than any other major Canadian city.

Best for: energy sector professionals, engineers, accountants, anyone prioritising take-home pay and lower cost of living.

Ottawa

Canada's capital. Metropolitan area of 1.5 million. Federal government, public policy, diplomacy, and national security are the dominant employers. The tech corridor (Kanata west of Ottawa) is home to Shopify's offices, Nokia, Ericsson, and dozens of defence tech companies. University of Ottawa and Carleton University are significant employers. Ottawa is officially bilingual — the highest bilingual workforce rate of any major Canadian city.

One of the safest major cities in Canada (Crime Index 31.3). A high quality-of-life city with relatively affordable housing by Ontario standards, an excellent NCC cycling path network, and proximity to Quebec's Gatineau Park for outdoor recreation.[37]

Climate: Four Distinct Seasons, Extreme Regional Variation

Canada's climate spans the world's second-largest country by area — from sub-tropical southern Ontario summers to Arctic winters in the north. Most expats settle in the southern corridor from Windsor to Quebec City, or along the BC coast.

The humidity surprise: Toronto and Montreal summers are hot and humid — 30–35°C with humidex of 40+ on peak days. Expats from northern or dry climates find this harder to adjust to than the winter cold.

Driving in winter: Snow tires are mandatory from December 1 to March 15 in Quebec (law), strongly recommended everywhere else. Black ice on roads in Calgary, Ottawa, and Toronto is a real hazard.

Daylight hours: In summer, Toronto and Montreal see approximately 15 hours of daylight. In winter, approximately 9 hours — significantly longer than Sweden or Finland. Seasonal Affective Disorder exists but is materially less pronounced than at Scandinavian latitudes.


Internet and Infrastructure

Canada ranks mid-tier among OECD countries on broadband affordability but highly on coverage quality.

  • Broadband: Unlimited gigabit internet from Rogers, Bell, Telus, Shaw (now merged with Rogers), and Videotron (Quebec); monthly plans: approximately CAD $60–90/month for gigabit service
  • Mobile: The Big Three — Rogers, Bell, Telus — are expensive by international standards. Monthly plans with unlimited data: CAD $50–90/month. Regional carriers (Fido, Koodo, Virgin Plus, Freedom Mobile) offer better value at CAD $35–65/month.
  • 5G: Available in all major cities; urban coverage excellent; rural coverage remains thin in some areas
  • MyAccount / CRA My Account: Canada Revenue Agency's digital portal for tax filing, accessing benefit payments, TFSA and RRSP room; essential for all residents; set up at canada.ca/en/revenue-agency

Public transit by city:

  • Toronto (TTC): Subway (4 lines), streetcar, bus. Monthly Presto: CAD $156. Regional GO Transit extends to Hamilton, Barrie, Oshawa, and Kitchener.[25]
  • Vancouver (TransLink): SkyTrain (3 lines: Canada, Millennium, Expo), West Coast Express commuter rail, SeaBus, buses. Monthly pass: approximately CAD $127 (2-zone)
  • Montreal (STM/RTM): Métro (4 lines), bus, REM (new light rail to suburbs). Monthly OPUS card: CAD $101
  • Ottawa (OC Transpo): LRT (O-Train Confederation Line), bus. Monthly pass: approximately CAD $126
  • Calgary (CTrain): Free within the downtown zone; zonal otherwise. Monthly pass: approximately CAD $120

Cars: Drive on the right. Province-issued licence required after becoming a permanent resident (or earlier if your work permit terms require it). Driving tests required in most provinces — some accept foreign licences without testing (varies by bilateral agreements; UK, Japan, and EU licence holders have arrangements in some provinces). Car insurance is mandatory; rates vary dramatically by province (BC has government-run ICBC insurance; Ontario private market rates are among North America's highest).


Buying Property: Foreign Buyer Ban Until January 2027

Canada's foreign buyer situation is the most significant property restriction for expats.

The Prohibition on the Purchase of Residential Property by Non-Canadians Act is in force until January 1, 2027. This means that in 2026, if you are not a Canadian citizen or permanent resident, you are prohibited from purchasing most residential properties within Census Metropolitan Areas (CMAs) and Census Agglomerations (CAs).[38][39]

Who is prohibited:[38]

  • Foreign nationals who are neither citizens nor permanent residents
  • Non-Canadian corporations
  • Any corporate entity controlled by a foreign national

Exceptions within the ban:[38]

  • Work permit holders with at least 183 days remaining on their permit, who file Canadian income taxes, and have not purchased more than one property — can buy residential property (this is a significant and often-overlooked exemption)
  • Permanent residents — can buy with no restrictions
  • Joint purchase with an eligible Canadian — permitted
  • Properties outside CMAs/CAs (rural and small-town properties) — not covered by the ban
  • Commercial properties — not covered
  • New development units — properties purchased directly from a developer for the purpose of development (condos pre-construction) — partially exempt in some interpretations

Post-2027: The federal government is actively reviewing whether to let the ban expire or reshape it in January 2027, examining models from Australia. Expect changes after January 1, 2027.[40]

Buying Process (For Eligible Buyers)

  1. Get mortgage pre-approval — Canadian banks (RBC, TD, Scotiabank, BMO, CIBC, National Bank) typically require 20% down for non-residents; 5% down for PR holders on a purchase up to CAD $500,000 (with CMHC mortgage insurance); 10% down for portion of purchase price $500,000–$999,999
  2. Engage a licensed real estate agent (REALTOR®) — regulated by provincial real estate boards
  3. Find properties on Realtor.ca (the MLS database) or through your agent
  4. Submit an offer — conditional offers on financing and home inspection are standard; in hot markets (Toronto, Vancouver), unconditional offers and bidding wars are common
  5. Pay deposit: typically 5% of purchase price upon accepted offer
  6. Home inspection: CAD $400–600 for a professional inspection
  7. Engage a real estate lawyer (mandatory in Ontario and some provinces; agents handle more in BC through a notary)
  8. Land transfer tax: varies by province
    • Ontario: 0.5–2.5% (sliding scale); additional Toronto Municipal Land Transfer Tax in the City of Toronto (same scale, doubled)
    • BC: 1–5% (Property Transfer Tax)
    • Alberta: No land transfer tax — only a modest land title transfer fee (~0.1%)
    • Quebec: "Welcome Tax" (Bienvenue Tax) 0.5–3%
  9. Settlement: 30–90 days typically

Your First 30 Days: The Checklist

  1. Apply for your Social Insurance Number (SIN) — visit a Service Canada office with your PR confirmation letter (COPR) and passport; SIN is a 9-digit number required before any employer can pay you, before you can open most registered accounts, and before CRA can process your taxes; processing: immediate in person; SIN cards are no longer issued — memorize the number; apply at servicecanada.gc.ca

  2. Set up a Canadian bank account — major banks: RBC, TD, BMO, Scotiabank, CIBC; credit unions (Desjardins in Quebec, Meridian in Ontario) are solid alternatives; most accounts open same-day with PR/COPR confirmation and passport; key products: chequing account (for salary and bill payments), savings account, TFSA (open immediately — 2026 contribution room: CAD $7,000); Wise and Revolut also work as transitional accounts but lack TFSA/RRSP access[26]

  3. Register for provincial health insurance immediately — apply the day you land; in Ontario, submit your OHIP application online at ontario.ca/page/applying-ohip-and-getting-health-card; even if a 3-month waiting period applies, the coverage start date is tied to your application date and arrival date — a delayed application delays coverage; bring your COPR, passport, and proof of Ontario address

  4. Get private travel/health insurance for the first 3 months if in Ontario, BC, or Quebec — the 3-month provincial waiting period is a real gap; travel insurance with medical coverage for the period before OHIP/MSP/RAMQ kicks in costs approximately CAD $50–150/month; providers: Manulife CoverMe, Blue Cross, Sun Life

  5. Apply for your PR card — your COPR (Confirmation of Permanent Residence) is not a PR card; apply for the physical PR card at canada.ca/en/immigration-refugees-citizenship; processing: 8–12 weeks; needed for re-entry to Canada after travel abroad; submit this application as soon as possible after landing

  6. Register with the CRA (Canada Revenue Agency) and set up My Account — at canada.ca/en/revenue-agency; CRA My Account is your portal for tax filing, checking benefit eligibility, viewing TFSA room, and managing RRSP contributions; your SIN is required; set up login with CRA-verified credentials or sign-in partner (major bank login); also register your address with CRA — benefits including the GST/HST Credit and Canada Child Benefit (if applicable) are sent to your CRA-registered address

  7. Get a Canadian credit card as soon as possible — building Canadian credit history starts from zero when you land; even with excellent foreign credit history, you will likely start with a secured card (requires a deposit) or a starter card with a low limit; Scotiabank Scene+ and TD Cash Back have newcomer programs with reduced credit history requirements; the earlier you start, the sooner you have the credit score needed for a mortgage or apartment lease

  8. Apply for an Ontario (or provincial) driver's licence if you plan to drive — book a G1 knowledge test at drivetest.ca; if your home country has a reciprocal agreement with your province (many do — check the provincial ministry of transport), you may be able to exchange your foreign licence directly; otherwise, full G1-G2-G road test sequence required, which takes approximately 20 months (G2 after 12 months of G1, G after 8 further months minimum)

  9. Understand your CRS score and Express Entry timeline if still pursuing PR — if you landed on a work permit and are building Canadian experience: every additional year of Canadian work experience adds CRS points; IELTS or TEF scores can add up to 160 CRS points; completing a one-year Canadian college certificate adds 30 points; spousal CRS contributions apply; calculate your score at cic.gc.ca/express-entry and track the tie-breaker dates at canadavisa.com/express-entry-invitations-to-apply

  10. The Express Entry picture in 2026 is unambiguous: if you're not already in Canada, get there first. CEC draws — for candidates already working in Canada — are running at CRS 507–518 every 2–4 weeks. General pool draws for overseas candidates haven't happened in 2026. Plan a work permit entry, get 12 months of Canadian experience, and your CRS score jumps enough to become competitive. Without that Canadian experience, you are relying on French language proficiency, a provincial nomination, or an exceptional CRS score to make the cut.[14][13]
